According to the Folly Beach Police Department (FBPD), an officer attempted to conduct a traffic stop on a vehicle traveling the wrong way on a one-way road. The driver of the vehicle, later identified as Kelly, fled from the officer. Kelly backed into an unoccupied vehicle before driving down East of Artic Avenue.

Police say Kelly stopped his vehicle at the 1 Block and was taken into custody. A pistol was seen at the base of the driver's seat of his vehicle. Kelly is prohibited from possessing a firearm due to his criminal history.

While in custody, according to the FBPD, Kelly passed out and required medical attention. He was transported to a hospital for treatment. After being cleared from the hospital, Kelly was transported to the detention center and found to be in possession of MDMA.
